Richard G. Deir responded to the Alfred P. Murrah Federal Building bombing with the Federal Emergency Management Agency (FEMA) Incident Support Team.  His team was responsible for planning daytime operations from the garage of the Murrah Federal Building. He also worked at the Pentagon disaster on September 11, 2001.
